Prof. Orna Tal is an associate professor at Bar-Ilan University, focusing on medical management and health policy, as well as a lecturer at Tel Aviv University and several colleges.

Prof. Tal graduated from the Faculty of Medicine at Tel Aviv University, holds a master’s degree in health administration from Tel Aviv University and has two specializations – in dermatology and medical management. From 2012 until recently, she served as Deputy Director of Shamir Medical Center (Assaf Harofeh), Chair of the Internship Committee and Director of Medical Management Department, she is a Reserved lieutenant colonel in the IDF Medical Corps.

In 2003, she was trained at the University of Birmingham, England, in Health Technology Assessment and in 2018 completed a postgraduate course at Harvard University, USA. Since 2010, Prof. Tal has been the Director of the Israeli Center for Emerging Technologies in Hospitals (ICET), a representative in international organizations for innovative health technologies assessment: EuroScan, HTAi and INAHTA, and a consultant to the World Health Organization.

Prof. Tal is the Chair of the Academic Committee of the Israeli Association of Hospital Managers, and the representative to the European Association (EAHM), Chairperson of the Advisory Committee to the Ministry of Health for the Accreditation of Medical Faculties Abroad, a member of the Quality Council of the Ministry of Health and a Senior Researcher at the Gartner Institute for Epidemiology and Health Policy Research.

In her previous positions, she served as Assistant Director General of the Ministry of Health, Head of the Medical Technology Policy Division at the Ministry of Health, responsible for technologies assessment funded through the healthcare services basket, and Assistant Director of Sheba Medical Center.

Prof. Orna Tal’s main topics of research are hospital management, staff resilience, health policy, especially the evaluation and management of medical technologies, emergency preparedness and the effects of war on caregivers, organizations, and patients. She researches equality and disparities, including in Arab society. She has published over 100 articles in scientific journals, a book on medical management (“Executive Tables”), and edits journals in the fields of healthcare and health policy.

Prof. Tal is extensively involved in the medical education of medical students, interns, and residents. Since 2019, she has served as a mentor to young doctors in choosing their professional path within the framework of WoMed organization. She leads education for compassion, trauma-informed approach, and patient experience, topics for which she has won special awards from the President of the Israel and the Ministry of Health.
