Since 2022, Hagar has served as Chief Nurse and Head of the Population Management Division, which includes home hospitalization and the Population Management Center. In her role, she is responsible for policy formulation and professional development of the nursing sector.

During the COVID-19 periods from 2020 to 2022, she served as manager of the Meuhdet headquarters for managing the comprehensive care of infected patients and was responsible for organizational policy and implementation of Ministry of Health policies

She developed work processes and interfaces with external and internal stakeholders, while simultaneously developing technological management infrastructures and digital platforms for patient sharing

Previously, she served as Home Hospitalization Manager at Meuhedet and promoted the development of hospital-at-home services at the national level. Based on the methodology she built at Meuhedet, standards of care and support tests were established on this subject

Hagar is a palliative nurse practitioner and holds a Master’s degree in Nursing and graduate Inbar program.
