The National Program for Quality Indicators in Community Medicine in Israel
The National Quality Indicators Program is an example of applying research findings to policy decisions and their practical implementation. It began as an initiative by a group of researchers from Ben-Gurion University of the Negev, in collaboration with the four health maintenance organizations (HMOs) and was funded by the National Institute for Health Policy Research. During the research phase, a uniform system of indicators for community medicine was developed to allow reliable and continuous assessment of the quality of care against national and international benchmarks.
In 2004, the project was adopted by the Ministry of Health and became a national program, operated continuously by the founding team under the auspices of the National Institute. The program enables regular and dynamic monitoring of the quality of preventive, diagnostic, therapeutic, and rehabilitative services provided by the HMOs. To date, 69 indicators have been developed across six major medical fields: diabetes, cardiovascular diseases, asthma, cancer screening, vaccinations, and pediatric care. Each indicator is routinely measured for the entire population.
This scientific infrastructure assists policymakers in setting national priorities and implementing improvement initiatives. The indicator outcomes are also available to the general public, allowing citizens to evaluate the quality of healthcare services in Israel and make informed and responsible choices.
